To Prepare your Application:

  1.  Identify your SAA based on the physical location of the organization applying.  
  2. Determine if your organization’s physical location is in a FEMA-designated Urban Area. 
  3. Confirm when your submission is due to the SAA.  
  4. Gather all the materials the SAA requires, which might include more documents than FEMA requires.  
  5. Conduct a Vulnerability Assessment on the physical location of the organization.   
  6. Complete the FEMA Investment Justification

Investment Justification Form (IJ)

 The Investment Justification (IJ) provides a condensed overview of crucial application details for the nonprofit organization. This includes the organization's susceptibility, encountered threats/risks, and strategies to address identified security weaknesses at the organization's premises as highlighted in the Vulnerability Assessment. Nonprofit organizations are required to comprehensively respond to all inquiries across the various sections of the IJ to ensure its completeness for both state and federal evaluation. The following content outlines the necessary components to fulfill the requirements of the NSGP IJ.
